In line with President Rodrigo Duterte’s declaration last 17 October 2017 that Marawi City has been liberated from terrorist influence and DND Secretary Delfin Lorenzana’s announcement last 23 October 2017 that combat operation in the City had been terminated, the National Telecommunications Commission (NTC) issued Office Order 179-10-2017 last 30 October 2017 instructing its Regional Office in Cagayan de Oro City, headed by its director, Engr. Teodoro Buenavista, Jr.,  to offer “Libreng Text at Tawag” services in evacuation centers for a period of seven (7) calendar days starting 31 October 2017.

At present, the “Libreng Text at Tawag” services are located in five (5) evacuation centers in Iligan City:

  • Kanaway Evacuation Center Tibanga
  • Sta. Elena Gymnasium Sta. Elena
  • Buru-an School of Fisheries, Buru-an
  • Buru-an Gymnasium, Buru-an
  • Maria Cristina Gym, Maria Cristina

In Cagayan de Oro City, the “Libreng Text at Tawag” services is offered in the Indahag Evacuation Center.

With the service, displaced families can now inform their relatives, both here and abroad, of any further assistance needed.  The evacuees can also inform their loved ones of their safety and plans regarding their eventual return to Marawi City.  Reports say that more than 300,000 people were displaced by the conflict.

The “Libreng Text at Tawag” service includes free NDD and overseas calls and will be expanded to include other evacuation centers in the coming the days.  The NTC’s effort was implemented in cooperation with Globe, Smart and various amateur and civic radio groups, namely, Race9, ACTS Radio Club and KABALIKAT.

Globe’s Stand on NTC’s order to Lower Down SMS Rate

Early this month, the telcos signed a memorandum of agreement (MOA) to formally reduce the interconnection charges on SMS by P0.20 per text in compliance with the NTC Memorandum Circular No.02-10-2011 issued October 24. Thus, it will lower down the text messaging cost to P0.80/text across all networks.

National Telecommunications Commission (NTC) had said that the cut in the interconnection charge for text messaging service was one of several policy initiatives enacted by the agency that would redound to the benefit of millions of consumers through lower and affordable telecommunications costs, better and quality service and new, innovative and consumer-friendly products.

Globe Telecom, being one of the largest telecom network in the Philippines providing messaging service to every Filipino released a statement regarding their stand on this matter.

Globe supports the NTC initiative to lower SMS interconnection access rates to 15 centavos and has fully complied with the NTC Memorandum.

The lowering of domestic access charges on sms will allow Globe to offer more aggressive and competitive sms based unli, bulk and all network promos.

Right now, our customers are enjoying an average rate of close to 10 centavos per sms because of the inter and all network bulk unli offers, as well as our postpaid and consumable plan offerings.

The lower sms access rates will help provide greater benefits to our customers especially those who are currently using our unli services.
